See also the UN OCHA report that records the 2,220 victims (67% of them civilians) of Israel's summer 2014 massacre in Gaza. 71 Israelis were killed during the same period (9% of them civilians).

Palestinian deaths are likely underrepresented

The figures shown for Palestinian deaths include both civilians and combatants who were killed by Israeli forces. They do not include Palestinians who were killed by explosive devices they themselves set or were carrying, nor deaths attributable to actions by other Palestinian armed groups.

In addition, these figures do not include the substantial number of Palestinians who died indirectly as a result of Israeli policies and military actions, including deaths caused by the inability to reach medical care due to road closures, curfews, siege conditions, or the closure of border crossings from Gaza.

On February 3, 2025, the Gaza Ministry of Health temporarily revised its official death toll to 61,709 to account for Palestinians who were missing and presumed dead under the rubble. These missing persons are no longer included in the official totals, meaning current figures likely undercount the true number of Palestinians killed.

Many analysts and researchers contend that even these figures fall far below the actual number of Palestinian deaths. In Israel’s 2023–2024 war on Gaza, a July 2025 report published in the medical journal The Lancet estimated that as many as 186,000 or more Palestinian men, women, and children may have died from Israel’s attacks and its policies which have caused famine and disease in Gaza

Other researchers have produced even higher estimates. A recent extrapolation by authors Gideon Polya and Richard Hil, which includes deaths resulting from Israel’s imposed deprivation, concludes that the total Gazan death toll may reach approximately 680,000, with most victims being women and children.

Taken together, these exclusions mean that the Palestinian death toll shown here is almost certainly an undercount of the actual number of people who lost their lives as a result of Israeli actions.

Israeli deaths are likely overrepresented

The number of Israeli deaths shown here include both civilians and combatants who were killed by Palestinians. They are based on Israeli government of IDF figures. However those figures have historically included deaths which were not caused by Palestinian actions, including attacks by Hezbollah or Iran, friendly-fire incidents, accidents, and suicides.

While we have made efforts to exclude such cases, detailed information is not always publicly available, and it remains possible that some non-Palestinian-caused deaths are still included in our figures.

Additionally, it is known that an undetermined number of Israelis were killed on October 7th, 2023, either unintentionally or intentionally, by Israeli forces under what is known as the Hannibal Directive, a military policy permitting the use of lethal force to prevent the capture of Israeli personnel. Because the Israeli government has not released full or transparent accounting of such incidents, these deaths cannot be reliably identified or excluded from official totals.

As a result, despite efforts to filter out non-relevant cases, the Israeli death figures presented here likely represent an overcount of Israelis killed by Palestinians.

* The Palestinian people do not have a military, so the usual classification of civilian is not being used. Instead B'Tselem provides data on the number of Palestinians who did not participate in hostilities, a significantly more stringent qualification than the one used to identify Israeli civilians. We do not know how many of the Israelis listed as civilians participated in the hostilities. Many settlers who illegally have taken over parts of the West Bank (and used to live in parts of the Gaza Strip) are heavily armed and there have been numerous reports of their brutal attacks on their Palestinian neighbors.
